📚 Central Access to Governing Documents — and Alleged Records

The Sheffield Document Library provides homeowners with access to documents claimed by the HOA or its representatives to be official, along with other materials distributed as part of community governance. However, many of these so-called “governing documents” have never been voted on, ratified by quorum, or legally adopted. This section is provided to promote transparency and allow homeowners to review and question what is being enforced in the name of HOA governance.

Access does not equal legitimacy. Inclusion of a document in this library does not guarantee that it was legally adopted, properly voted on, or enforceable under South Carolina HOA law.

This library is intended to make document access simple, searchable, and organized — while also shining a light on historical discrepancies, gaps, and missing approvals that continue to impact community governance today.

Homeowners are encouraged to review each document critically, especially in cases where the HOA claims authority based on rules that were never properly adopted by vote.
