On the date of the incident, a contractor was present performing work to stabilize the drainage easement near the greenhouse area because of subsidence concerns.
While the contractor was working, an unidentified individual entered the property without permission and approached the work area.
The individual:
Interrupted the contractor while work was in progress.
Yelled at the contractor and demanded that the shed be removed immediately.
Repeatedly ordered the contractor to stop work and leave.
Used aggressive gestures and an elevated tone during the confrontation.
Continued making demands despite being advised that the work related to stabilizing the easement.
Caused the contractor to appear concerned and intimidated.
After the confrontation, the individual remained on or near the property, walking through the driveway and looking into the garage and the residence’s windows, which looked into private bathing areas. According to the occupants, the individual looked into windows facing private areas of the home, causing significant concern and distress.
The incident was particularly upsetting to the children present at the residence, who have continued to express fear that the individual will return.
